By default, modern Samsung (Android) phones come preinstalled with Samsung's Smart Call application (https://www.samsung.com/au/apps/smart-call/) that will identify the incoming or outgoing number based on their own database, independently from telephony carriers such as Delacon.
This Samsung service is powered by Hiya (https://www.hiya.com/products-smart-call) who have an option to request removal of the caller ID information (https://hiyahelp.zendesk.com/hc/en-us/requests/new?ticket_form_id=824667)
